There are a large range of adhesives for fixing tiles over tiles, preparation of the existing tiles is paramount.
Before tiling of old existing tiles they must be tested by rolling a coin or a marble over the floor, this will give you a drummy sound if there is any faults, drummy or loose tiles in the floor, if the floor is solid then its okay to go ahead and tile if the floor is starting to loosen then depending on the extent of the damage to the floor you can fix the drummy spots by removing parts of the grout and filling the tiles with latex liquid such as Mapei Isolastic.

Use a recommended adhesive for tile over tile if you are fixing large tiles 400x400 and over you need to use a non slump adhesive, otherwise the tile will slump into the adhesive and lipping will occur.
